Major Implications of the Reform: 
  • The municipalities were required to provide both personal help and care, and help and support for activities of daily living in the home.
  • People in need who were eligible to receive help or aid under to the Social Service Act §71 were permitted to choose their own care provider. They were also permitted to choose individuals to perform the tasks, but those individuals had to be approved by the municipality.
