Major Implications of the Reform: 

Municipalities must offer preschool services for children aged 1-12, to the extent that is necessary considering parents' paid work, studies, or the child's needs. The services must be tailored to the extent that every child's need of care and pedagogical activities are met, and the staff must be trained accordingly. Children's attendance remains compulsory only after the age of six.
